We’ve run into this multiple times when setting up a new server. You install the software, then go to the web server and get a page like this:
Nothing. Zip. Nada. No menu toolbar where you can start to configure things. No Site Settings menu where you can configure things. You go and check everything, and you know you are logged in as an admin, and you go through all the settings and everything looks right. So what do you do?
The little secret that worked for us (I’m not guaranteeing that it will work for you!) was in how you start the browser. If you find the browser icon, then right-click and choose “Run as Administrator”, it will open the browser in a different security context, and lo and behold – now you are ready to rock and roll!
You should see a link in the upper right titled Site Settings, click on that, then use the New Role Assignment to add your userid or group in to the list, and you should be all set to go.
